I would imagine so. They are poisonous to eat and if burned the smoke is toxic.
Can a scratch from an Oleander branch cause a reaction?
Well, it is a poisonous plant. Take a pain reliver, what ever you have advil etc. crush the pill wet your figer and rub the pill on the broken skin. That works for a lot of cuts bites burns. Try it.

I was scratched yesterday or Leander plant I was washing my car and my car was parked up right next to it and it's scratched my leg the next day I broke out with like these things all over my body that I thought they were baby spider bites in the itch like hell but I'm not dead
